It's mostly because you post it, new users realize Voat is radioactive rather than merely glowing, or it's interesting or funny to post. Most drama isn't even about enforcing rules. It's usually either your antics, power users dick slapping each other, or people feeding the trolls. Most of the old goats only want global rules enforced on all subs, which means a very small percentage of the drama is actually about rule enforcement.
