Someone on voat (and I'm not inclined to look for the link) said it was because of the "too many redirects" error that was occurring on log-in. That, essentially, Puttitout had set it up so that voat was ddosing itself.
That particular error is not happening to me anymore, but I'm inclined to believe that if there is one error in the code, there's 50 more.
