I remember going for a ride to the local store/milkbar, and us leaving all our bikes in a clump together with no locks just outside.
I'm not sure if it's changed, but the local council would have garbage collection every year or so, where they would pick up big things like old broken washing machines, mattresses, TVs, etc. Shit you couldn't put in a bin. During that time, you'd find bikes dumped with all the other garbage, that just had a flat tyre (we used them to build trikes). No need to steal anything.
Also, when it comes to theft, China is just as bad. Only the crims will be 60+ years old.
