The government and its enforcers are your own neighbors. It's not like they live in other countries. "The people" can never have unity, it's various groups fighting to enslave other groups. The group that just wants to be left alone doesn't have an affinity for working together. To make matters worse, the control that some of the groups have is so complete that it's trivial to infiltrate any upstart group.
In the end, where do you draw the line? How many boot stomps on your face are you willing to take? Live as a slave? Take the vaccines that turn you into a retard and gives you cancer? Everyone will have their own limits.
