interesting theory. we get the least CO2 production from fossil fuels than anything but nuclear. if i want to bike to the store, the energy put into making food to power myself is more co2 production than respective fossil fuels used in a moped.

they would have to mass produce subsistance products with co2 free production and outlaw co2 production lol
