That's what it sounds like. The guy is put through a Kafkaesque phony trial, has the mob and the media baying for his blood, and gets a made-up sentence far greater than the maximum for what he is charged with. Maybe he has despaired, or given in to Stockholm syndrome and begun to believe the hype. Sometimes people who are falsely accused begin to believe the accusers.
The best interpretation is that he has been offered a new identity and his old one will be Epsteined, all to placate the mob. Who knows what the mob will do when it is announced that the cause of their grievance has been driven to suicide? The government hopes that they will be placated, but it is more likely that they will see it as a victory and an incentive to more mass violence.
