States rights. Each State can opt out of federal program funding in those areas not enumerated in the constitution. Create their own rules and regs. Don't take the feds money and don't pay into their bullshit.

The state's citizens pay into their bullshit. A state that opts out must also declare its citizens free from federal taxes and laws and must stand ready to defend these citizens against the feds. Also, travel would be restricted because all citizens would become criminals federally. But hey, that's war.
