It's almost like the president is a figurehead who can do nothing if the government doesn't want them too. That's what he ultimately proved. Not even a guy like him could enact meaningful change.
I strongly disagree. Half way into his presidency, he could have said "look, nothing gets done, all we get is partisan road blocks after partisan road blocks, and half of republicans are useless RINO. I've been elected to proceed with our program, and I'm going to get it done. Now I have no choice, I'm going to have to get it done through executive orders, and that's it, that's how it's going to be."
