We truly need two different countries. It should never be illegal to hate. Hate comes from a place of self protection.
Hate doesn't come from nowhere either. Something happened to make one person hate another; whether it's justified is always the dilemma, but saying that any hate is not ok goes against human nature.
If something bad enough happens, a human will hate it and avoid having that happen again. It's how we have survived so long. It's not only natural, it's an instinct that keeps us alive. Society should allow hate but funnel it into discussion; if it makes it illegal, then there is no valve and hate boils into violence.
