The goal is to have the means to demonstrate on the early adopters when it's less than 1%. Then maybe the 1% won't bother. The key is for society to have a positive relationship with fighting when the early fighters are demonstrated on. Then if they resist our resistance they sow greater resistance. If that can be shown they won't try to resist our resistance at all and the people can effectively veto bad policy, knowing they can't enforce anything that is unpopular, which they shouldn't.
