I have and find it to be both sensible and well meaning.
Application is a entirely different matter however and it's (beyond) obvious that it's too loose and open to interpretation.
The US penal system always struck me as being too focused on punishment and too little on resocialization, so FSA could be a step in the right direction, but... Yeah...
You can't re-socialize blacks, though. And it doesn't really matter what the letter of the law on the FSA says when it's explicitly being used to allow violent niggers to murder people as soon as they're released.
