Regarding the vaccine, no. So far, only employers are able to "force" vaccination through mandates. Most haven't. Especially in essential industries.
Our health system is sorta like American but sorta not. I don't pay to go see the doctor to get a prescription for the rash I got. But I do have to pay for the rush cream. Unless my employer has a health plan for me that covers prescriptions.
If I broke my arm, I'd have it fixed and set by tomorrow for free and a prescription for pain pills, which id pay for, unless my employer provides health benefits.

Yah, its not possible to condense the complexities of such a system into a news blurb.
Don't get me wrong, I think they are slowly raising the temperature of the water for the frog boiling metaphor, but even in Quebec, the Healthcare workers rejected the vaccine mandate, and the government had to back down, although I suspect only temporarily
