This should really be chased by the FTC. They should be prosecuted for fraud and theft. Which is precisely what this is. As they very clearly are retaining "unclaimed" (which is legally already claimed by the beneficiary) and the interest from their fraud. Prison should be part of this. Once they accept the amount and can't prove criminal activity, anything else is fraud.
