One other thing is that a lot of people rely on Internet for communication and running their businesses, so shutting it down for periods of time would certainly have same destructive effects as lockdowns, and they could nicely just blame it on Russia.

They own the big businesses which would be most effected, like banks. They attack small business which would be least effected.
