It's not the state. But tenants generally have a lot of rights. I don't think this will work. At the very least it will take a long time. More likely the lease will run out. At that point neither party is obligated to renew.
The threatening violence stuff is obvious BS. I don't have this guy's lease to read but typically they don't regulate what you hang inside, which is probably why they've made up the BS. Also, if there is a clause about what is visible from the outside, the tenant will have the chance to fix it. Such as by keeping the blinds closed.

Absolutely. I abhor HOAs. When I was house hunting, the second I thought an HOA was nearby, I left.
