I would transfer them to a foreign office, paying for the move (including shipping all of their goods and cars) then lay them off after a few months. No ticket home. I would try to send them to countries where they can get citizenship easily (ex: jews to israel, immigrants to their home countries, etc...). Many of them would never come back, and those that do would be financially ruined.
