The proper protocol for an active shooter, that has been taught in LE everywhere ever since Columbine in 1999, has been to take whoever arrives on scene first to form up and immediately assault with whatever you've got, right then, right there. Because in every case the first shooters to decisively engage the bad guy end the incident. There is a direct link between response time and the number of bodies left on the ground. Everyone knows this.
The police are NOT your friends. They are NOT here to protect YOU, and they are under no legal compulsion to do so. Cops aren't there to stop murderers; they're there to fill out the paperwork after the murder, and make sure it gets pinned on somebody.
