apparently it's fake, Jim Watkins got caught manipulating the tripcode system to produce the last tripcode Q used; He's been caught associating with a namefag who previously attempted a similar scam. The Q post apparently happened while he was at some live event, possibly when he was on stage, I think he was trying to clear his name, but he's been suspected cia for a long time, or he may have figured he might as well be using the the army of retards if everybody already thinks he was Q.
