Not the military in control, it is the CIA. They have been self funded through drug smuggling since Vietnam. They run the global drug trade. They are so powerful, no one dares cross them. Ask Pablo Escobar or Manuel Noriega. The latest drug lord to get too big for his britches was El Chapo Guzman.
They need to put automated gun turrets on top of the wall. Then it would be effective. Oh and hang anyone caught smuggling drugs from the wall. Taco niggers become mules because the consequences are basically nil.
