TLDR; If you have debt to the state they can hold your winnings to pay that debt. I get it. It makes sense in some ways. It still could be abused... But when you get a look at this sheboon the chances she has debt to the state go up a good 80%.

She owned the state back unemployment she wasn't entitled to. I doubt it was $5000 but they kept it. She would have bought drugs and colt 45s.
