I don't believe Chicongo will be paying for the inventory or suppling the workers. I think they're only going to contract out the space. It will work about as well as the last store that left.
Of course, Chicongo won't actually fix anything. The only way a grocery store will work out is to completely go to a walk up counter model where inventory is locked behind bullet proof glass. No more impulse buys for you.
