I think is most likely that corona virus was entirely an accident. However If it works this time for China by accident, there's no real reason for them not to find a way to repeat it again(?). One every ten years? And just use their authoritarianism to recover 5x quicker and reap the rewards. China is already benefitting from being far ahead with corona virus. While western economies are on ice, China is preparing to take full advantage of the situation.
