Peasants will not be allowed when they will not be able to acquire tickets. They are already turning away thousands per day. It's the good old hegelian dialectic. This example is glacier national park. 1) problem - advertise the parks ad nauseum until the sheep flock to them. 2) reaction - the hordes of people, 3 million per year at glacier, tax the infrastructure and shit up the place. 3) solution - they have instituted a ticketing system. They have started major road improvement projects that have made the place an absolute nightmare. They will keep the ticketing system and make the tickets scarcer and scarcer.
