This was back when your neighbor came from the same ethnicity or tribe as you.

This was back when your neighbor had the same culture as you.

All others are babylon, all others are sodom, gemorah, and the tower of babel.

And they will end the same.

I don't know about loving your neighbor, but you can certainly follow the golden rule.
