A better metaphor is the teacher has a bunch of students, who were mostly getting on well enough. No one was particularly happy but things were not entirely and utterly terrible.
Then the teacher gave one half of the students knives and told them the other half are the devil.
The teacher then proceeded to give them matches and teach the children how to use them.

The difference is "teacher" doesn't want to intervene. The children are the only ones that can hurt each other. "Teacher" would be unfazed no matter what the children throw at him.
