I guess it is not "technically a crime" but its still extreme creeper behavior and with his history as a sex offender then more should probably be done. Looks like he is looking to offend again as soon as he gets a chance.

Too bad Kilauea is so far away. We would have to fly C5s 10 times a day for years to get rid of all the predators. Pele would be pleased to do the deed.
