I've read long time ago that in countries where they castrated pedophiles and let them out, they ended up kidnapping, torturing and killing kids. The evil inside they wants to harm innocence, and rape is just the worst thing they can do. As long as they are alive they will find a way. Long and painful capital punishment by public execution would serve as a proper deterrent and would ensure they never harm anyone again.
