Not quite, but close. You can get a tube-frame dune buggy licensed here without much issue. Certain things, like trailers, only need a bill of sale title. I had to help a friend transfer a trailer to PA once, from Ohio. PA wanted current plates, so I took the unfilled title to the DMV here, got plates (they didn't care) and we transferred it to PA. "Sold" him the trailer for $25 just to make it look legit.
