I think a lot of the newer processeors come with it standard. Kind of nice amd ships a decent cooler.

Im running a Ryzen 5 2400g APU. So older it came with the basic cooler. Newegg has the LED one for sale. Looks like it actaully coolers better too.

This is an R7 3800x, it does seem to cool very well and quiet. Haven't tried to overclock it.
When I was doing my build research, the general opinion was to keep the stock cooler. For past Intel builds the stock coolers were junk. I always bought an after-market one. It's nice that AMD ships something in the box that actually works and looks good.
