Sorry I guess I'm confused... I was able to reply to a friend of mine..did this for a long time.. suddenly I can't. I have to level up to reply?

It might be a new measure, in response to the recent migration.
In the meantime, you might try using the follow feature. Level 2 is fairly easy to reach, keep posting!
