Update Due to abuse from new users, the "Block User" feature got updated and, as for now, only level 30 users and up can reply/comment to users they have been blocked by.

Note:

mentions and comment replies aren't notified to users who blocked you, no matter your level.
you still can't cast votes on users who blocked you, no matter your level.

Oh I didn't understand that part, thanks for clarifying. I just made level 26 I guess I will need to play here more so I can gain my Snoopy-Menace status.
