Clicking the upload image button on this reply I am making causes the icon to receive a border, so it is registering it as being clicked, but the upload overlay does not display.

I thought it was unlikely a bug due to my using outdated browsers as the image upload works in other areas of poal for me, just not within a comment chain. If my insisting on using older browsers is the cause, I should refrain from reporting more bugs in the future so as to not waste your time on bugs that are likely only on my end.
Found the culprit. Fixing it now.
