I can reply to comments, but to start a new comment in a post, when I click the "write a comment" button, I get a pop up asking me what app I want to use (maps etc) and no keyboard.

Disable your extensions and check if that happens again. This is clearly a 3rd party issue.

The button only enables (through css) the comment form.
