Yes it does in tactics and purpose. Vietnam wasn't WW2 as Desert Storm wasn't Operation Iraqi Freedom. Originally wars were meant to make nations rich, now they're meant to make stockholders rich. Casualty levels are kept relatively low on the American side so money can be made over the long term. Oddly, capitalism has made wars less deadly.
