It's mostly cities or deep country area's like the apalacians for food stamps no jobs, high crime areas where no businesses will open shop and places where treaties drove factories out to another country. If they'd fund businesses with lower taxes with high welfare but simple jobs they could get a lot of workers just need to give a short term tax breaks till they find and train the workers.
