Barnum, the 19th century American showman and circus owner. Barnum was a self-publicist of the first order and never missed an opportunity to present his wares to the public. As with many other supposed quotations, there's no hard evidence to link the 'bad publicity' quotation to him.
The proverbial expression began to be used in the early 20th century. The earliest version that I have found in print is from the US newspaper The Atlanta Constitution, January, 1915:

I think the advertisers kind of have them by the balls and get to somewhat dictate the message.
I remember reading some Adage articles a while back about how an agency pitched an ad to Nivea featuring gay men. When a Nivea employee on the call said "We don't do gay", the ad company actually went to the media to complain about their client.
Naturally adage framed this event much differently than I did, and Nivea had a PR problem on their hands as a direct result of rebuffing a hidden agenda in their ad.
We need to be able to bitch about things as much as jews do. They just bitch about things until people in power comply. ✡
