Maybe, more likely incompetence. But the general policy is (I think): when in doubt, treat incompetence as sabotage. It's the only way to be sure.
Their fallback is to turn on each other when the truth ekes out. If someone slips concerning the fake narrative facade, they inna whole peck o' trouble. Remediation or elimination is the penalty. By way of example is when folks disappear from the "A" list. Then it is a "show trial" (sometimes) then fade into obscurity.
They should match their patsies with the 'A' listers that need to go.
At least then the system could say the little guys "stuck it to the man" occasionally.
