Trouble is Proving it was unlawful ??. Find a prosecutor willing to bring a case (and not over charge to have it ultimately dismissed/ thrown out on purpose), a jury to actually convict, and then judge to agree ... Even if you get that determination, having a judge that with apply some real consequence other than it being an Administrative penalty, seem like stretch ...
