Three reasons:
- It's all about the pension. They whistle blow, they will be prosecuted and, by proxy they lose their pension. They are the proverbial house slaves.
- The propaganda is thick. The federal agents are constantly bombarded with internal secret memos about how their cause is just and ends justifies the means. In some 3 letter agencies, the respective directors send to their agents almost daily emails about the great mission. Most agents are too stupid to recognize the propaganda that is aimed directly at them. And, those emails were all classified so sharing them would be a federal crime ... which is always convenient so outside eyes can't call BS. No different than religions which as "secret" rituals and beliefs - makes the adherents feel special and protects the BS from external ridicule.
