There is a lot of truth in this, but there's also a lot of doctors and nurses who have managed to find a way to live their oaths in spite of the laws. Changing jobs, getting exemptions, and bending or breaking the fucked up regulations so they can keep helping people.
Probably not a majority, but enough that you wouldn't want to start killdozing hospitals.
