Seems they belong to the Eastern Front Historical re-enactment Group and wear German wehrmact uniforms specially made for the European SS volunteer armies fighting on the Eastern front, ergo not actually German.

Wehrmacht were the official armed forces of NatSoc Germany, while SS was a paramilitary organization.

They all worked on the same goal.
