They wear it home because they aren't provided changing rooms or laundry service for them. Not everyone that wears scrubs is a doctor, nurse or exposed to patients and their fluids. My wife did ER admitting at a hospital and she was allowed to wear scrubs, but she didn't have access to the locker rooms.
