Actually though in new construction (residential) a majority of circuits are required to be either gfci, afci, or both. But obviously this isn't a new house.
This is usually what happens when you buy a flipped house, or one that was rented out. Do-It-Yourselfers who don't know what they're doing and shouldn't be doing it themselves or flippers that hire people that once worked on a construction site and are now a handy man but are unlicensed for the scope of work they take cash only to do for the flipper (electrical).
