For me it depends on where it is in relation to the stalls. If there's someone doing a major evacuation in the stall directly adjacent to the normal height urinal, and the low one is the furthest away, I use the low one. Also, if the only normal one that's open is right next to another dude using a urinal, I will use the low one in order to keep at least one unused urinal between us. Otherwise, no, I wouldn't use it.
