This person doesn't get it. Stronger laws to protect animals is just a forced effort that eventually causes more animal harm than good. The real answer here is having a strong, homogenous society that cares for animals and people alike born out of the people's own compassion. Laws will never fix what is broken in the world if people are not by nature good and kind.
That person is clearly a liberal who thinks government is the solution to everything.
I ran into that sentiment quite often when I volunteered at local sheters. Liberal do-gooder ethos spilling over into 'we need more government.' Many times I had the conversation about how the existing laws aren't a deterrent to people who harm animals and no new ones or harsher penalties for existing ones would help. It's the same things as the 'gun violence' problem. We don't have a problem with guns. We have a problem with niggers.
They don't understand that you can't legislate morality.
