He said that data at a neighborhood level could lead to high inaccuracy.

Completely illogical. Obviously reported crimes will be more serious and violent (robbery, assault) than unreported crimes (stolen bike, vandalism). Real estate shoppers are most interested in avoiding neighborhoods with serious crime so the FBI Uniform Crime Report is the best way to measure that. Also neighborhoods with more serious crimes probably have more petty crime as well.
