Easier said than done when most farm animals are fed a grain based diet and meat prices have doubled within the past 2 years.
Purely from experience and I understand that prices for protein can vary WILDLY across the states.
Chicken Drumsticks , always cheap, and can be had cheaper when supermarket coupons are used. Chicken livers also well priced.
Frozen ground beef is drastically cheaper than fresh at supermarkets. Best of all you can stock up for months in the freezer.
Check your store frequently for "almost expired" meat like chicken, sausage and steak. These come in the form of "Marinated" or "Pre-Seasoned" and can be had for dirt cheap prices because it's only got a few days of shelf life left before it's tossed. Highly recommend cooking same day or immediate freezing.
As an example, around my area Flap Steak usualy goes for $10 a LB. I've been able to time it between tuesdays and thursdays at $3.99 to $4.99 if I arrive early. Get home, fire up the grill and enjoy the rest of my day.
there are always cheap cuts of meats to eat. you can eat pig snouts for all it matters
