Gas will not run out. If it did everything will collapse and you will have far more to worry about and nowhere to go. It would be far wiser to get an electric bike and a solar panel to move around with in the apocalypse.
No one needs a power plant to build wealth. But they will always be able to buy the products of power plants. Therfore the best course of action is to maximize your ability to produce wealth.
