It's an extension/elaboration of the theory of The Fourth Turning (Strauss–Howe generational theory) that noticed that human civilization seems to follow a 80 year micro-cycle with war breaking out every 80 years, fertility increasing and collapsing over the same time period (but at a different phase). The Fourth Turning noticed the pattern but could not explain it.

The amateur scientist Janne Miettinen was fascinated by this and, through his own research, noticed that data/measurements of levels of the 4 human hormones testosterone, growth hormone, dopamine and cortisol followed a 80 year cycle (!!), such cycles also exist in the animal kingdom, and thus could possibly be the basis of the micro-cycle.

Which book? If you're talking about Dutton, I like the guy, I think he's right about many things. I am convinced that dysgenics is a big factor behind the fall of civilization. It's not the only factor, many factors contribute.
