Claciers atop mountain peaks, south america has some rather high mountains.
It's worth talking about the whole energy in-energy out situation. The greenhouse effect is real but mostly self balancing there is a time lag but this isn't the real risk of so called climate change, it's actually simpler; Heat energy absorption VS reflection, efficient dissipation also matters.
Essentially we want the ice caps and mountain glaciers because ice reflects solar energy back into space, we need to offset the dark colors rocks, the ocean and human constructs like roads and roofs which absorb and dissipate heat. Thankfully the polar ice caps appear to be growing now but the seasonal melt rate is higher than it has been on record, which means drastic climatic shifts in either direction could happen, probably a good idea to paint every human structure that can feasibly be painted to reflect optimal solar energy back into space, this will also save on electricity for air conditioning. We should probably also be running a high volume of sea water sprayers which use pumps to launch jets of sea water off the coasts where wind will blow the vapor out to sea and create equatorial cloud coverage during the solar maximum thus cooling the oceans just enough to allow more polar ice retention in the melt cycle then we should probably use this tech to effect de-desertification.
If I had a few billion burning a hole in my pocket I'd be setting up a portable snow machine set up to experiment with re-icing mountaintops. Glaciers have melt and growth seasons too and that melt prevents desertification by supplying water to inland areas. Venezuela has a rich ecology they are wasting and it may disappear with the loss of vital ice melt.
I probably sound like a greenie but the system isn't completely self balancing and we have core samples from both poles showing we are in a uniquely cool inter ice age period and that earth's ecology could easily function with another 5-10c temperature increase but we would suffer dramatically, higher heat impairs human cognition so even if we prevented our coastal cities from flooding due to rising oceans we would see a 10 point drop in IQ across the board meaning every nation on earth save maybe east asia would collapse under the weight of massive incompetence and a complete lack of self control. Where as a mini ice age would drive all the poorly adapted browns out of white nations effected by the cold.
Anyway if climate change nuts were serious they would have just released catalyzers into the upper atmosphere to hasten the carbon cycle and cause carbon to precipitate out faster or causing methane to reduce to carbon sooner, which might get more carbon back down at the surface where plants need it, and they wouldn't be encouraging use of solar panels that absorb and dissipate more heat energy than capture electrical energy. Green subsidies would have gone towards lightening the color of roads and roofs and making them absorb and radiate less heat locally but reflect it back out of the atmosphere or just planting grass lands to sink more carbon at ground level to reduce build up in the upper atmosphere.
The fact that their movement is at best economically agnostic is proof it was never about producing solutions to real problems.
All maduro may have needed was a ski resort or 3 to keep enough moisture and cooler air in the region and those glaciers may have continued to provide icemelt to the surrounding areas, for context, even swiss ski resorts rely on snow machines.
